Why does this happen? Rows are shorter than the quilt?

I'll sew a row for a quilt and be getting ready to sew it to the quilt, and when I line up the seams and pin them to the quilt, I'll discover that the row is shorter than the quilt. It's frustrating! But it doesn't happen with all the rows so why does it happen with some of them?
