Rent averages for Ballard and Capitol Hill?

I'm hoping to move to Seattle and am interested in the neighborhoods of Ballard and Capitol Hill. I need a two bedroom that allows cats, preferably a dog too. Could anyone tell me their thoughts on price ranges for that? Is Seattle a dog-friendly city? It's not a deal breaker for me, but I would like a dog.
