Can we use a sudden jet burst instead of parachuting?

ok in ww2 the german army shoot down a whole paratrooper drop cuz they where falling so slow so they just shoot them of the air !!!! here is how i c it a trooper jump off a plane he free falls in the sky and just when there is only few meters a Device he is wearing like a jet-pack centered and give a burst that counter his falling force so make him for a second before crashing in the earth suspended in the air as his speed will come 2 zero and the fall will b from 2 3 meters not thousands so the drop will be fast yet safe
